QUITA HAGUE reports grading starts Monday at the 51 acre Frederick Towne Mall site along 0.5 40 west of Frederick. Shopco Development Co executive in charge Arnold Praver says a groundbreaking ceremony will be announced soon. The project seeks a permit applied Aug. 13, with city officials not yet satisfied. The mall, two stories with J. C. Penney Co. and Montgomery Ward, aims for completion by March 1972 with 57 stores and a theater and parking for over 3,000 cars in a colonial design by Herbert Tennenbaum & Associates. The center targets customers in a region including Westminster and the Montgomery County line, hoping to rejuvenate downtown Frederick.
