The Labor Department reports a 0.5 percent rise in consumer prices last month led by housing costs, with energy and food also higher. Annual inflation sits around 4.0 percent, while mortgage rates fell sharply. Shelter costs rose, rent up 0.9 percent, and food edged up 0.2 percent, with meals in restaurants up 0.5 percent.
A packed of dogs killed a recently weaned thoroughbred colt at Glade Valley Farms near Mount Pleasant. Farm official Dr. Robert A. Leonard said the incident occurred between Monday evening and Tuesday morning. Animal control warden G. Fordon Simons noted seven or eight dogs attacked the colt, injuring its neck and limbs. Walkersville Planning Commission rejected Frederick County Developers plan to rezone a 40 acre Devilbiss Bridge Road tract from low to medium density housing. The meeting drew about 120 residents opposing traffic drainage and service strain, with petitions and a move venue request.
County commissioners debated eligibility rules for a proposed LOSAP pension for volunteer firefighters and ambulance attendants. They questioned a points system that could grant benefits without fire calls, while planning board member argued for counting bingo, banquets, and carnivals as service points. The plan would cost an estimated 200000 to 263000 dollars in year one, start July 1, 1983, and be funded by county taxes.
About 200 northern Wolfsville residents signed a petition urging no exception to the current dispatch rule that the closest available emergency unit goes to a scene. Myersville volunteers would offer service if a county ruling is changed, citing Wolfsville input and local donations.

Frederick County spent 1.3 million less than the 61.9 million budget for fiscal 1982. The surplus equals about 2 percent of the budget and will be counted as county revenue in the fiscal 1983 budget. The 1982 surplus will be invested until it becomes part of next year's budget, per County Comptroller Thomas M. Fox. About 1 million in 1982 property taxes remains unpaid and is consideredCounty income. The unappropriated fund balance stands at about 13 million, roughly 200,000 less than 1981. The 1982 report should be complete by mid-December.
