PE rate dispute over return and structure for future power
PE seeks a 10.2 percent return versus 9.16 today while the People’s Counsel urges 9.5 percent. The PSC may base the decision on PE alone or on the parent Allegany Power System’s finances. PE’s construction costs rose from 26 million in 1975 to about 90 million, prompting debate over planned plant expansion and reliance on eastern power pools.
