Probe Of Ministers Arrests By Federal Grand Jury
Washington AP says orders went out for a federal grand jury to probe Birmingham Alabama police for civil rights violations against three Negro ministers. The panel will convene in Birmingham to examine arrests on vagrancy charges after public safety head Eugene Connor barred discussion with FBI agents. The move follows bus desegregation protests and recent bombings, with Rogers noting possible civil rights legislation and rising hate mail. The ministers Seay Wilson Hubbard were questioned. Shuttlesworth fined for bus seating law violations. The report also notes a U S fleet visit to Taipei to host President Chiang Kai-shek.

Desegregation debate and space cooperation in UN talks
In a court opinion the desegregation plan for St Marys County schools faced questions of hardship relief while supporting the general desegregation goal. Separately the United States urged UN action on peaceful outer space use, proposing a nine nation committee to study space cooperation and report to the General Assembly, amid Russian calls for a space arms ban. The report notes a lack of agenda consensus at a Geneva conference and mentions various international actors, including U S ambassadors and Soviet delegates, discussing space policy and military concerns.
