University Blames Politics for Maryland System Strains
Baltimore November 3. President J H o C Byrd of the University of Maryland urged a legislative probe into political controls he says limit university efficiency. He cited state salary controls by the State Employment Commissioner and said the Board of Regents cannot retain top instructional talent. Byrd asked William L Marbury to study what he calls political restrictions, arguing the university should set its own salaries and classifications. He noted that current rules affect leaves, vacations and employment matters without Regents input and said federal money restrictions are ignored. A separate proposal endorsed a $100,000 annual budget for a commission on alcoholism to study chronic alcoholism clinics.
