At 12:30 pm unofficial returns from 35 of 60 precincts showed 3,954 against and 3,645 in favor, a 9 vote margin. County results also indicated defeat of Carroll Parkway extension and passage of anti subversive law with a wide margin. Constitutional amendments totals were not yet final.
