County rejects 3 million gift for Urbana sewer plan

Frederick County commissioners turned down a proposal from Ward Corporation Kiplinger Washington Editors Inc and Route 80 Limited Partnership to fund a 26 million regional sewer and water system in Urbana in exchange for a 3 million gift for local school construction The plan would raise hook up fees to 3141 and combined water sewer charges to 23 84 while countywide costs would rise and stretch scarce funds officials warned the escrow requirement tied to the gift added risk to the deal

Buckingham's Choice retirement project moves forward in Frederick County

Buckingham's Choice, a continuing care retirement community planned south of Buckeystown on Md 80, gains momentum with a land sale agreement to EMA. The non profit, based in Sykesville, plans a 1999 opening costing about 40 million dollars, with 150 independent living units 30 assisted living units and 36 nursing beds. Once full it will house over 235 residents and provide 118 jobs while operating on an 8 million dollar annual budget.

U S Would Consider British French Request for Ground Troops

Secretary of State Warren Christopher said the United States would consider a request from Britain and France for American ground troops to assist in regrouping U N peacekeepers in Bosnia. He noted no plan exists yet and any deployment would require congressional approval and NATO backing.

Bosnia mission could expose Americans to cross fire

Washington reports warn that deploying US troops to assist redeploying UN peacekeepers in Bosnia would put Americans in the line of fire during a prolonged three year conflict. Analysts note rugged terrain, limited ports, and tight corridors could hamper movement and protection despite armored air support. President Clinton previously pledged up to 25,000 troops to aid in a withdrawal.

DSS moves into new offices in Schaefer building

The Department of Social Services moves staff to a 43 000 square foot two building complex at South Carroll and East All Saints. The new four story glass brick facility features a larger lobby private interview rooms and a play area for children. DSS serves about 75000 people annually directly and about 45000 indirectly through day care programs.
