Dry paint requires dry surfaces and proper technique
Paint expert Ray W. Carpenter of the University of Maryland says surfaces must be absolutely dry before painting and that painting should avoid damp conditions. He advises sun exposure to remove night moisture, warns against applying in dew, recommends 60 degree temperatures for outdoor work, and favors two thin coats with vigorous brushing rather than thick single coats. He cautions that improper application causes most failures and that cheap fillers waste money.
