Lt. Robert McAfee, commander at the Frederick barrack, retires after 36 years and five months in the Maryland State Police. At 58, he reflects on changes in policing, rights, training, and morale including the return of black and tan cruisers and the role of civilian volunteers. The roughest moments for him involved accidents and conveying loss to families.
After weeks of wrangling, Frederick County Commissioners vote to add 11.1 million to the budget. They funded school board and health department appeals at reduced levels, with 414 thousand more for lower grades to keep class sizes, 175 thousand for school health services, and plans to deploy paid EMTs and ALS staff in schools to meet state requirements.
Thomas E. Melloy, 54, of Lake Singanore, abruptly resigns as Frederick County finance director weeks before the FY 1997 budget deadline. Hired five months ago to replace Thomas Fox, Melloy cites personal reasons and says he has no immediate plans. the county plans to vote on the budget June 18.
Rep. Roscoe Bartlett of Maryland's 6th District carries a debt load exceeding 170000 as he nears the final six months of his bid for re election. His opponent Democrat Stephen Crawford ranks high among challengers for special interest money, with Crawford raising 47250 from PACs by March 31. Bartlett’s son and campaign manager Joseph says the debt is owed to the congressman and not accruing interest, while the campaign aims to raise more funds in the fall.
Cold damp weather slows spring planting as rainfall totals reach nearly 0.3 inches on Sunday and over 0.5 inch Monday. National Weather Service logs 2.8 inches in a 24 hour period ending 7 am. Farmers like Paul Lowrier of Libertytown struggle to plant corn while hay remains and fields stay saturated.
New superintendent Dr Dale, 47, begins a four year term July 1 with a $36,000 salary. Edmonds officials describe him as supportive, informed and energetic. He aims to implement many specific plans for Frederick County schools and will replace Daniel Gaidra.
