NATO to form rapid reaction force in Europe mid-1990s
Allies plan a rapid reaction corps of 50 000 to 70 000 troops led by Britain to enter crisis spots outside NATO. Germany Belgium Netherlands Denmark Italy France and the United States would contribute divisions with U S forces potentially adding a fifth. The move aims to pivot toward a European defense force and a broader security role beyond NATO, against a backdrop of talks on nuclear arms and a still-to-be-ratified conventional treaty. France urges a joint EC defense policy but faces opposition from the United States and EC members.
