Allies reshape NATO to a leaner, mobile force
NATO defense ministers agreed to a radical restructuring of the alliance. US forces in Europe will be halved by the mid-1990s, allied troops in central Europe expected to fall 25 percent to about 625,000 by 1995, with reduced nuclear area. The plan emphasizes European leadership and crisis management over traditional invasion defense.
