Frederick County Cuts Real Estate Tax Rate for 1986

Frederick County commissioners voted to drop the real estate tax rate from 2.25 to 2.22 per thousand for 1986, a 3 cent cut that reduces revenue by 471000. Budget officials note unappropriated funds and federal revenue sharing, yet rising assessments will lift actual bills by about six percent, with the average taxpayer paying seven to nine dollars less per year on the base rate but higher due to assessment growth.

Sachs claims parts of the legislation are unlawful. The state law restricting salary changes for officials serving terms of four years or less could block raises for liquor inspectors and commissioners during their current terms, while the governor’s removal power for liquor board members also faces challenge.
