Silent Amendments and Warren’s Call for Debate
Chief Justice Earl Warren urges a national debate on three proposed constitutional amendments aimed at curbing or expanding federal power. The measures would allow states to propose amendments independently, alter federal control of legislative apportionment, and create a Court of the Union to review certain Supreme Court decisions. The proposals, supported by several state legislatures, face mixed reactions from legal scholars and the American Bar Association.
