Veto by Glendening hits community college funding plans
Gov. Parris Glendening vetoes 11 bills including a 1.36 million boost for state aid to community colleges in 1997. Frederick Community College stands to lose about 30 000. Lawmakers sought a hold harmless provision, but the move was blocked as unfunded mandate. FCC officials lament reduced support from 34 percent of the budget in 1990 to 24 percent today. Delegate Henry Heller criticized the veto, urging legislative action and noting ongoing discussions on funding reform.
