Maryland Property Tax Harms Low Incomes Revealed

A Baltimore AP report shows Maryland’s poorest pay twice the share of taxes as the rich, with property tax as the main burden. A six senator six delegate study panel considers halting property taxes and personal property taxes, shifting toward sales tax broadening and a state-only income tax. The commission notes property tax is highly regressive, with under $2,000 annual income paying 66 percent of their taxes and those over $10,000 paying 14 percent. It proposes reducing reliance on property taxes and eliminating personal property taxes, which fund over 90 percent of local revenues, while minor state losses could be offset locally.
