Carroll County teachers press for higher budget funds

The May 21, 1980 Carroll County public hearing drew over 1000 people at Westminster High School as teachers and staff urged the Board of Commissioners to boost the 1981 education budget. Despite a 32 cent property tax hike, educators demanded larger funding and a full education budget, while critics urged restraint and bond financing for capital needs. The education budget would rise to 20.4 million, with wages largely held to 8 percent for most and about 4 percent for senior staff, amid a 16.5 percent tax rate increase proposal and a 9.9 percent rise in the tax base. The commission planned to finalize next year’s tax on May 29.
