Frederick mayor Jim Grimes released a preliminary 1997 budget proposing a one cent tax increase to raise about 530000. He cites sanitation tipping fees not adjusted since 1989, added police salaries and retirement costs, ADA costs and snow removal overruns as drivers, with revenue at 43900000 against requests of 51500000.
