County Officials Debate Water Sewage Capital Plan
Attorney Richard Zimmerman warned county planners and the Metropolitan Commission that adopting the proposed five year capital program will commit growth and likely raise taxes. The plan calls for a $60.8 million bond issue in 1975 and 1976 to fund water and sewer projects including Ballenger Creek, with growth directed by developers paying for facilities when feasible. Zimmerman criticized Urbana and Adamstown officials and urged caution, noting past growth patterns and the risk of irreversible debt.
