Maryland Crime Victim Aid Board Helps Innocent Victims
In 1968 Maryland created the Criminal Injuries Compensation Board to aid innocent crime victims facing financial hardship. The Baltimore storekeeper widow received 1081 for funeral costs and a 155.30 monthly grant, continuing until needs end or total payments reach 27000. Since inception the program has about 500 claims with 150 receiving some form of aid, totaling roughly 215000 in cash to date. The board requires innocence and serious financial hardship, and can deny or reduce claims if the victim partly provoked the crime or failed to report it to police. Funding comes from a $5 court-cost levy in each criminal trial. the program is largely self-supporting. Maryland is among six states with such programs, with ideas traced to New York.

FTC Orders Stores To Stock Adequate Goods For Sales
The FTC rules that grocery stores advertising sales must have enough stock to meet reasonable demand at the sale price. Rain checks do not satisfy the rule and the July 12 effective date applies to future ads as well. FTC plans to extend the standard to department drug and hardware stores and may pursue civil penalties for violations. The rule stems from a 1967 68 study of 137 stores across 10 chains in San Francisco and Washington showing 11 percent of advertised items unavailable in most outlets.
