Lack of crude oil blamed for shortfall
Energy Secretary James R. Schlesinger told the House Ways and Means Committee the current refinery underutilization stems from crude oil availability rather than an oil industry plot. He noted U.S. refineries run at about 85 percent capacity as the administration plans to phase out federal oil price controls starting in June. He advocated a Carter tax to curb windfalls after decontrol, while awaiting Charles L. Schultze’s economic briefing on decontrol effects.
