CIO And AFL To Sign No Raiding Agreement

The CIO will sign a no raiding pact with the AFL despite some major unions declining. About 70 of AFL's 110 and most CIO's 35 unions plan to sign, with key holdouts including AFL Teamsters, AFL Carpenters, CIO Steel Workers, and CIO Textile Workers undecided. The agreement, negotiated last summer, aims to prevent raids on member unions and moves toward a broader AFL-CIO merger.

Substitute Proposed For Part Of T H Law

The Board of Public Works in Baltimore allocated leftover emergency funds to welfare relief to reduce waiting lists. Budget Director James G. Rennie estimated up to $10 000 could remain by June 30. A Public Welfare spokesman said the grant would cut the number of people waiting for aid in July and noted more state funds trigger higher local matching requirements. Baltimore had 125 cases on the waiting list at April's end, the first time since 1949 recession that funds were not adequate to meet indigent needs.
