Berlin concedes responsibility for torpedoing the French steamship Sussex while stating the commander acted in good faith. It promises indemnity to injured Americans, disapproves of the commander's conduct, and says he has been punished. The note, delivered to James W. Gerard in Washington, expresses sincere regret and hopes the case is settled.
A German government note discusses the Sussex torpedoing, acknowledging mistaken battle readings and the attack on the passenger liner. It cites American fragments as evidence, excuses the submarine commander, promises compensation to injured Americans, and states the commander was punished.
