Social services director seeks more funding in county appeal
Steve Mood, director of the Department of Social Services, urged Frederick County Commissioners for higher funding and staffing. He asked for 464,865 against 357,460 proposed, citing 2,500 child support cases with about 40 new monthly, plus vacancies and slow processing. He sought 4,456 more for an emergency shelter cap of 120 nights, raise emergency aid to 300, and hold 12,000 for prescriptions.

Montgomery increases beverage tax in Maryland county
ROCKVILLE The Montgomery County Council raised another tax and cut the county and school budgets to finish fiscal 1992. A formal balanced budget vote is set for next week. Isiah Leggett praised cooperation during the long meetings as a $185 million deficit was tackled. The beverage container tax rose from 2 to 3 cents on small bottles and from 4 to 6 cents on larger containers, now covering wine and liquor. The higher rate is projected to raise $2.9 million over four years. The council also enacted $24 million in tax increases on energy, phones and hotel rooms, with a $1.5 million cut to government and school spending. A property tax cap referendum remains in effect. Supporters of Question F claim winners, while the committee to safeguard services urged more spending and tax hikes to cover costs. The council eyes a future cable television and development tax for discussion.
