Alleged Heroin Addict Charged With Thefts
Joseph Louis Petty, 32, of South Market Street, was charged after a series of thefts from farmhouses along Gas House Pike east of Frederick. Police said his drug habit averaged 75 per day and he used three bags daily. He was arrested on East Patrick Street after a pursuit and found soaked from crossing the Monocacy River.
