North End Civic Association Creates New City Park

Public spirited residents formed NECA to develop Staley Park from Motter Avenue land. Since July last year the group organized a band, secured a full time supervisor, and pushed plans for two softball diamonds, a field house, restrooms, drinking fountains, a community center, and an outdoor bandstand with a swimming pool. The city hired landscape architects and submitted revised plans awaiting final approval. NECA supports volunteer efforts, with no regular meetings but active involvement in Hallowe en and Christmas events and a forthcoming summer concert season.

Small Vote On Monday Likely in Sixth District Primary

Frederick county analysts forecast a small turnout for the Democratic primary with estimates from 10 to 20 percent of registered voters. Horine of Myersville is seen as the likely county winner, while Allen of Bethesda could place second and Byrne Austin may have limited support. Across the district, outcomes hinge on turnout and local candidate strength in Montgomery Allegany and Garrett counties.

Soviet Army Must Be Always Ready Says Bulganin

He speaks in an order of the day broadcast from Moscow on the eve of May Day, praising postwar gains and urging training and preparation across troops and academies. He notes senior demobilization and stresses summer training as crucial. No Longer Considered As Basis For Payments

Maryland farmers will no longer have soil conservation practices that do not involve cash considered for conservation payments. Joseph H. Blandford, chairman of the State PALA Committee, says funds should support practices requiring cash outlays. He cites terraces, ponds, dams, cover crop seeds, reestablished pasture, fertilizer and lime as examples. Potato rationing ends tonight in London as large imports and an early crop offset shortages. Brison has held three pounds a week since November 8, a hardship for poor families relying on potatoes.

Removal of B and O Rails Stirs City Discussion

City Attorney Richard E Zimmerman plans to confer with B and O officials on removing tracks on East Saints Street between Market and Carroll as Frederick City may take the rails from the railroad right of way. The move aims to widen the street to ease traffic while the railroad maintains track area until rails end. A top concern is who will remove the rails and repaired wall with the mayor and board to hear the matter next week. Soap bubbles blown with hot air will carry small objects aloft.
