Frederick County schools abandon the H P I self pacing grading during the final quarter. The board returns to conventional A B C D symbols to ease college admission. The plan preserves the H P I philosophy while aligning with college acceptance expectations.
Elmer J. Eshleman retires after a 55 year banking career. He served as senior VP and CEO of Western Maryland Trust Company before the Maryland National Bank merger and will be honored at a March retirement dinner with a silver pitcher and board resolution. Attendees included Maryland National officers from multiple offices.
A three part series discusses a handgun permit bill signed by Gov. Mandel. Law enforcement says ninety nine percent of applicants do not need permits. Permits may be issued only for good and substantial reason with precaution against danger. The law targets concealed carriers and criminals in public places.
Fire calls reported in 24 hours ending 10 am. Ambulance calls total six emergency and two routine. Incident on Willow Tree Lane, Middletown involved an AMA auto fire. Jail population shows 30 males and 0 females with 2 juveniles in custody.
Frederick County 4-H Public Speaking Contest held at East Frederick Elementary School showcased 87 participants. Champions: Senior Girls Sharon Lynch, Intermediate Girls Gwen Rice, Junior Girls Melissa Remsberg, Senior Boys Allen O'Hara, Intermediate Boys Doug Long, Junior Boys James Kahler with several runners up, blue and red ribbon awards across divisions.
Frederick County Teachers Association releases its view on testing as part of a four part dispute with the Board of Education. Doris E F Magaha president forwards another article noting the 43 000 Testing and Evaluation Program for 1971 72 and promises further pieces on funding and arbitration.
The League of Women Voters hosts an April 6 meeting at Hood College Totem Arts Speech Studio at 8 p.m. to explain the role of the Parole and Probation Department. State and county workers join a public audience in a role play on sentencing and crime issues to show how decisions by parole and probation are made.
A meeting in Winchester Hall shows mounting local resistance to the proposed Catoctin Creek Watershed project. Concerns focus on lack of county and resident support, funding implications, and questions about informing the public with accurate facts.
About 100 Frederick County Farm Bureau members met at Walkersville Fire Hall to hear that no fault insurance is not dead in Maryland and that the Frederick Development Plan remains active. J R Ramsburg Jr. of Frederick Underwriters and David Bork of the plan outlined no fault evolution and the courthouse site debate. Ramsburg argued the state could not run auto insurance as cheaply as private business and warned against Mandel style state insurance. Bork contrasted land costs in city versus county sites, noting city land near Bentz Church Court and West Patrick Streets costs 4 to 6 dollars per square foot for two and a half acres, while county land may be 2 to 4 dollars per square foot but would require added sewer, water, and parking costs. He noted courthouse services would cluster near the site. (Continued on Page A-2)
Health officials and Eastalco executives defended the aluminum plant near Buckeystown amid pollution charges. Inspector Beale and Dr. Brandt reported air and environmental data show no harm to people or livestock and pledged ongoing monitoring under state and university review. Schroer cited meeting state standards and planned expansion tied to the economy.
Bel Air man Martin Clarke Stuchler was cited $30 for failing to obey new downtown Frederick cross walk signals and blamed partly for a two car crash that injured two people. Patricia Elizabeth Harper and her 17 month old son were treated and released from Frederick Memorial Hospital. Beeson was charged with negligent driving. hearings set for April 25 and May 3.
New York stock prices were firmer as traders paused before a three day weekend. The Dow Jones average rose 0.98 to 934.00 while NYSE advances outpaced declines by a slim margin.
