Attorney General Robert F. Kennedy told senators he has strong evidence that major public officials in communities across the nation are on the pay roll of big-time gamblers. He urged passage of a wiretap measure to balance privacy with law enforcement needs and said the bill would allow taps under court orders for major crimes. He declined to name the communities or the number involved, but argued that current law blocks effective prosecutions. The bill would permit federal and state authorities to use wiretaps in court for limited crimes, aiding cases against organized crime, espionage, and sabotage.
