In Frederick on March 29 1978 Maryland congressmen Byron Bau man Steers and Holt joined 69 Democrats and 140 Republicans in opposing HR 11315 the Federal Election Campaign Act reform. The Chamber of Commerce opposed the measure as partisan aiming to curb party and PAC funding while failing to address union in kind contributions. The House voted down the bill to finance congressional campaigns calling it a turkey to rest.
