Measure Clarifies Home Rule Amid Bond Issue Rules

A Senate bill seeks to clarify measures on home rule adopted by voters last November. It would not require legislative approval for bond issues but would impose uniform procedures for issuance, maturities, interest, bids, and annexation rules. The measure allows charter amendments via petition or council action with referendum options and sets thresholds for annexation and incorporation petitions. The bill’s fate remains uncertain as debate continues this week.
