Annapolis Notes on Schaefer and State Legislation

Gov. William Donald Schaefer faced mixed results in Annapolis as the Senate backed an amended higher education reform linking governance to a $61 million funding package while killing a proposal to remove circuit court judges from elected politics. The session also advanced alcohol and gun bills, telecom directory limits, and pet care oversight, with debates on abortion funding, school discipline, ignition interlock devices, and headlight laws framing a year of incremental policy action.

Move to restore Maryland presidential primary date

Maryland House of Delegates approved a bill to move the presidential primary from March to the second Tuesday in May. Delegate Kenneth Masters opposed the change, saying it is premature and noting the next presidential election isn’t until 1992, allowing three more years to assess the process. The state joined Southern peers this year in a coordinated primary to boost regional influence.
