Time Past To Offer New Bills In Legislature
Time for introduction of bills in this session passed Friday without any measures to regulate pari mutuel betting on harness racing at the Fair Grounds or to liberalize raffles. Delegation members backed some proposals but none are expected to be introduced. Senator Ramsburg and others remained in Annapolis for a Saturday session as the Senate sent to the House several bills including a county building engineer appointment and tax limits for Sykesville. The House also enacted a bill to increase the Frederick county tax exemption and a resolution praising Chairman Russell H. McCain. The last remaining right to work bill was knocked out by the Senate and House.

Plan Rejected for Cuts in Armed Forces at London Talks
Western delegates at the London Disarmament Conference report the Soviet Union rejected a proposal to trim the U S Russian and Red Chinese armed forces to about seven million each. French and American allies stressed ongoing talks to avert a new H bomb era as they accused Andrei Gromyko of leaking. The Soviet stance favored a one third across the board reduction, a notion Moscow has long opposed. U S Ambassador James I Wadsworth said such cuts would simply preserve Soviet mass army superiority.
