Maryland Senate rejects a five percent cap on annual property assessment increases amid debate. The bill faced exceptions for transfers, zoning changes, use shifts, and major improvements. Senators Smelser and Thomas voted for it. Thomas warned of potential reconsideration after backlash.
The Maryland Senate approved 18-year-olds full adult status by a 35 to 6 vote and moves to House consideration as debate continues on Gov. Mandel's transportation bill. Also approved were environmental, constitutional, and local-justice measures while a 5 percent cap on annual property assessment increases failed 20 to 22.
A kerosene stove explosion at Henry C. Dodson’s Coppermine Road farmyard sparked a 2:42 am fire that destroyed a farm outbuilding and its equipment. Damages ran about $10,000. Liberty town Union Bridge New Midway and Woodsboro fire companies fought the blaze.

Maryland State Police say handgun permit applications will be available Monday at state police barracks and local agencies for a $15 two year permit. The United States Army announced the disestablishment of the Fort Detrick unit of the Army Biological Defense Research Laboratory affecting 132 civilian and 36 military positions. Expanded medical research at USAMRIID will create a net personnel gain and limit reductions, concluding two and a half years of Fort Detrick uncertainty.
Frederick city police say Bartonsville youth Diggs 17 was arrested on East South Street Extended after a high speed chase. He faces 15 traffic offenses including uninsured vehicle and reckless driving, with $1,070 in collaterals, and was held pending juvenile authority release.
Frederick County elementary schools rely on nearly 500 volunteers this year to ease teacher workloads and boost reading, with a new statewide program expanding next fall. Two reading teachers will train volunteers this summer to tutor one on one, aiming to place tutors in every school.
