Frederick County officials agreed to assume operation of the privately owned Braddock Heights water system serving about 350 households after learning pumps would be shut off. A brief court order limits funds to operate for roughly two weeks, with full reimbursement expected. State officials said the county is best suited to manage the system and could be ordered to extend service if needed.

Senate OKs plan to curb presidential line item veto

The vote split 50 to 19 with 19 Democrats backing the bill and two Republicans opposing. The measure would allow vetoes on individual spending items by breaking bills into hundreds of smaller units and would require a two thirds majority to override. Critics like Sen. Byrd deemed the system unconstitutional and warned it expands executive power, while others argued it limits executive authority and preserves spending controls. Senate conferees face differences with the House over renewal terms and scope of veto power.
