Russian crisis talks falter after Yeltsin meeting
Moscow AP reports efforts to broker a compromise in Russia's political crisis faltered as President Boris Yeltsin failed to win agreement with parliament speaker Ruslan Khasbulatov and Constitutional Court chair Valery Zorkin. Khasbulatov called the session useful but implied Yeltsin misread the national situation, while lawmakers pressed for early elections or a referendum on constitutional change amid emergency decrees.

Mixed results from Frederick County legislative push
Frederick County lawmakers show uneven success in the General Assembly. All six delegation members sponsored 40 bills and resolutions on topics from school boards to Eagle Scout recognition. None have passed both houses, though 12 cleared committee or origination stages, and three congratulatory resolutions were adopted. Several measures were defeated or withdrawn, with 10 awaiting votes. Senator Derr saw two Victor Cullen Center proposals pass the Senate, and hearings loom on related bills. Senator Smelser struggles with education reform but finds some headway on school board legislation.
