Power competition reshapes Maryland city utilities plan
The Eastern Shore cities Berlin Easton and Hagerstown seek new power options while retaining lines and delivery. Berlin relies on Conectiv for 95 percent of its 1700 customers and Easton uses Pennsylvanian Power and Light for most of its 8300 customers. Hagerstown generated power locally until 1972 and still maintains lines. The plan would phase in competition by 2002 while preserving delivery networks and brownout protections for all residents.

GOP seeks budget plan amid clash over tax cuts and social programs
Republicans face a tense battle over a forthcoming budget plan. Senate Budget Committee Chairman Pete Domenici cites limited examples of cuts, while House counterpart John Kasich mirrors uncertainty, promising tax cuts up to 15 billion but without specifying revenue offsets. The party remains vague on Social Security, Medicare, and long term debt reduction, as a larger surplus forecast later this summer could enable a deal with President Clinton.
