Frederick urban plan urged to prioritize pedestrians over parking
Washington architect Spiehegen urged Frederick to pursue a coordinated urban program where parking is only a component. He criticized a proposed city hall garage as oversized, arguing detouring through traffic and center-periphery strategies protect pedestrian circulation, preserve old buildings, and keep the town intimate in scale. He warned against large scale solutions and curbside parking at the center.
