Delegates mull special tax plan as alternative to sales tax
A proposed $5,000,000 special tax plan is being drafted as an alternative to the 2 percent sales tax and has the endorsement of eleven county delegations including Frederick. The plan, drawn by forty House members, would tax amusements at 10 percent to raise $750,000, utilities at 5 percent to raise $2.5 million, beer at 2 cents per gallon to raise $750,000, and liquor at 5 cents per floor tax to raise $1 million. The coalition includes Caroline, Cecil, Dorchester, Frederick, Harford, Kent, Montgomery, Prince George’s, Worcester, Worcester and Talbot counties. A protest over the utility tax was voiced by Maryland utilities representatives in Annapolis. Western Maryland delegates led by William Tobias appeared before the Senate Ways and Means committee. Utilities firms from Cumberland, Frostburg, Hagerstown, and Frederick were represented. A seven percent utilities tax bill is before the Senate, introduced by Democrat George Lansdale and Democrat Stedman Prescott. The Senate also has a beer tax bill on third reading, proposing $1 per barrel to fund relief, with an estimated $1,200,090 annual yield.
