Fred erick man Tom King Welsh 31 and wife Susan Elizabeth Welsh 24 of RFD 8 Frederick were charged with procuring and soliciting for prostitution after investigators observed a deal at a South Mountain rest area. Mrs Welsh was caught in the act with a truck driver while her husband propositioned others. No court date set. In a separate city action three motorist arrests for speeding 25 mph or less were reported with collateral ranging from 30 to 36 dollars. all to appear in District Court May 23.
