The move aims to conserve scarce gasoline for essential use, with out-of-town buyers currently consuming much of the fuel. Washington also plans rigid gasoline rationing by coupon within six weeks, as Ickes warned of a worsening fuel emergency.

The coordinator doubts equitable distribution under rationing and noted no immediate nationwide plan, but suggested possible rubber conservation benefits.
