City Attorney Edward J. Smith says letters will warn final 30 day notice recipients to connect to the sanitary sewer system or face legal action and arrests. Officials report delays, with 500 to 600 properties yet unconnected, and testing of the sewer ordinance in court may speed penalties.
The Italian High Command acknowledged the loss of a submarine and reported that torpedo aircraft attacked a British convoy in the Mediterranean. They said planes scored a direct hit on a medium sized enemy warship and sank her.
Venezuela to expropriate seven Axis vessels interned in ports and sink the ruined German steamer Leastris by order of President Isaias Medina. Richard M. Radcliffe of this city underwent an operation at Frederick City Hospital and is reported to be recovering well.
WPA assistance on three county road projects will end April 2 affecting about 31 men. The stop work order comes to free labor for farmers as spring begins. Projects include Annandale road Highland school road and Good Intent Continental school road. Edgewood church road west of Frederick continues until about May 1.
A large American merchant ship was torpedoed and sunk by an Axis submarine off the Atlantic coast. Twenty-six of the 41 crew were rescued after five hours in a lifeboat. thirteen were saved ashore at Morehead City, two were missing. Survivors cited lightning flashes aiding the sub in locating the ship.
An Australian CBS broadcast reported shore batteries on Christmas Island in the Indian Ocean near Java sank a Japanese submarine after it torpedoed a Norwegian vessel. The crew of the torpedoed ship was reportedly taken to Australia aboard an Allied warship. The submarine surfaced, was hit, and then disappeared.
National sugar rationing registration dates were axed for April 28 and 29 and May 4 to 7. Frank Bane announced the change at a meeting of 48 state rationing administrators and regional supervisors. Industrial consumers will register on April dates at nearby high schools, while individual consumers register May 4 to 7 at public schools.
Miss Eleanor Brooke Conley and Augustus Wilson Lee wed at St John s Catholic Church in Frederick at high noon. The ceremony featured Rev Louis Bennett assisted by Rev William Sauer and Rev Charles Toohey with bridesmaids, ushers, and a reception at Guilford. Out of town guests from Baltimore St Louis Pittsburgh Syracuse New York Philadelphia New Haven Oxford and Boston attended.

Manila Bay defenses faced extremely heavy shelling from 240 mm guns with little military damage. No fighting in Bataan. Australia names Lt Gen George H Brett to command air forces in Australia and US.

British submarines attacked and sank two large Axis supply ships in the central Mediterranean. The Admiralty announced the ships were sunk in combat with Axis forces while warning of disruptions to Axis logistics. President Roosevelt proclaimed April 6 as Army Day, declaring the nation’s resolve to win the war.
General Douglas MacArthur arrived in Melbourne amid a thunderous welcome promising to carry the Allied cause to ultimate victory. He told Australians he would keep a soldier’s faith and emphasized cooperation with Australian troops while noting the need for sufficient troops and material.

Nassau Bahamas reports forty six survivors landed after a torpedoed ship. One survivor was hospitalized and three are listed as missing from a lifeboat wrecked on a reef near the island.
Roger B. Wolfe president of the Chamber of Commerce was appointed chairman of the ambulance and bus committee of the local Civilian Defense organization announced by Dr. E. Co. Kefauver. Wolfe succeeds G. Maxwell Armor Jr former manager of Chesapeake and Potomac Telephone here now transferred to Annapolis.
President Roosevelt authorized immediate seizure of the Toledo Peoria and Western railroad and its operation by the government to ensure the war effort. The action followed failed attempts to force arbitration in a 104 worker strike led by George D. P. McNear Jr. Eastman, head of the Office of Defense Transportation, was empowered to take control and arrange operation as needed.
A G Stine, manager of the Sears Roebuck store, will head Frederick’s fifth annual Community Chest campaign. A campaign budget committee was named and will set agency quotas after reviewing needs for the coming year. Directors and Stine emphasize separate Chest funding from other war emergency appeals.
Emmitsburg March 21 Rev Mgr John L Sheridan announced a boxing course at Mount St Marys College as part of a national defense fitness program. The curriculum includes ring work wrestling road work calisthenics gymnastics rope skipping and bag punching under Dominic G Greco a biology professor and ex Mount boxing coach who plans an intramural show in late April.
Rio de Janeiro reports the government released a letter from a Japanese born and raised in Brazil. The note says his followers in Sao Paulo state plan to seize control of the state first and then the country, signaling a possible move by a Japanese Brazilian faction.
In New York a formal dinner ends with Lord Hali sending a faxed order for the car of Soviet ambassador Litvinoff. The exchange underscores tense diplomatic signals as both nations navigate cold war frictions.

Memphis Tennessee March 21 At least five persons were killed when a two motor Army bomber crashed and burned near the municipal airport today. The dead were brought to Memphis and were not immediately identified. Two others were reported pulled from the flaming wreckage badly burned.
Washington March 24 reports say four Federal Reserve Board officials are authoritatively considering restricting open charge accounts. The board currently limits credit rules to installment transactions.
Four army flyers were killed last night when a two motor bomber crashed and exploded near Greenfield Indiana. The dead are Lieut Paul F Hawkins Ponca City Oklahoma Lieut James P Van Story Lincolnton North Carolina Lieut Lawrence J Rux Henderson North Carolina and Sgt Robert W Morgan Uniontown Pennsylvania the aircraft’s sole occupants and crew.
New York March 20 traders attracted some buyers but market leaders stood back. A few rails colors and coppers sold well after a hesitant start. Gains were small and uneven as steels rubbers and aircrafts did little.
