Why Frederick County Schools Face OCR Racial Balance Questions

Dr Robert Smith county school administrator says the district is in compliance with OCR directives amid past racial balance concerns. Frederick City elementary schools showed imbalances in 1976 prompting reapportionment to 19.5 percent minority students and 6.5 percent minority staff. Current countywide minority average is 7.73 percent, with city schools ranging from about 16 to 21 percent. OCR warned of possible funding loss if not corrected, though officials doubt a current problem exists.
