Truman Plan For Bureau Made Into Law
Washington March 1 President Truman backed by Congress established a sweeping Civil Service overhaul for the Internal Revenue Bureau to remove virtually all top officials from political appointment and place them under Civil Service. The measure, supported by 30 Democrats and 28 Republicans, shifts control and must be fully in effect by December 1 with a transition plan to avoid disrupting bureau operations. The vote came amid sharp partisan lines and strong criticism from opponents who argued the move undermines political accountability.
