Maryland could cut hydrocarbon emissions by up to 58 percent by 2007 if adopting California standards, versus 34 percent under federal rules. Other states like New York and Massachusetts have already adopted stricter limits. Two Frederick men were arrested in a Friday night raid on 312 E. 2nd St. for marijuana distribution and related charges. bail was set at 60,000 dollars each. A 1984 Nissan, 1989 Harley, drug paraphernalia, and $275 were seized.
