Collins Urges Reforms in School Contract Rules
County Commissioner Charles E. Collins criticized how boards sign architects contracts for school designs. He favors Montgomery style where the board drafts the contract, and Washington style which specifies materials. Collins backs Frederick style where the architect writes the contract, calling it one sided. He and Commissioner Horman discussed construction with Washington County and will meet Allegany officials. They toured Frostburg Elementary and noted costs compared to Valley Elementary.

Duplication arises from Frederick County audit bill clash
Poor communication between Frederick County legislators led to duplication as both the House and Senate proposed bills to require the county school audit be completed within 60 days of fiscal year end. The House bill passed, while the Senate measure, from Len Goodlee, faced first reading. The Board of Education urged the audit timing to ease budgets and reports, detailing required consolidated statements and activity reports for each school, including spending over 750 and publication in newspapers twice.
