Shield Of Criticism
The Supreme Court rules public officials cannot recover libel damages for criticism of official conduct unless malice is shown. The decision, reversing a $500,000 NYT libel judgment, upholds First Amendment protection though Justices Black Goldberg Douglas would extend an absolute privilege for critical remarks.

Rezoning Requests Presented in Frederick County Hearing
Three zoning cases were reviewed by Frederick County Commissioners in Winchester Hall. Victor and Mabel Leisner sought to rezone 6.7 acres north of Thurmont for a shopping center with a bowling alley, opposing home owner Chester Zentz Jr. citing potential devaluation. Opposite site would be opposite a new high school. A Bruns wick Bowling Corp representative testified on bowling alley quality. County Planner Wirgan opposed the rezoning. Planning Commission favored it 3 to 1. John and Mary Glass sought 6.7 acres on Tom's Creek Road for a prefab houses manufacturing plant with a 30 by 40 building and storage. They asked to rezone from A-1 to B-3. Wirgan called it spot zoning. The Planning Commission recommended disapproval, despite four adjacent owners signing a supporting petition. The Commission also considered 9.2 acres near Frederick City belt to rezone from B-3 to M-1. Wirgan and the Commission recommended, but not finalized, actions. Nearby landowners Lewis Betson and Constance Harding asked how changes would affect their property. The Commissioners withheld decisions on all three cases.
