Carroll plan and water quality plan not linked say RPC officials
Carroll County 208 Public Advisory Committee chairmen say the Suggested General Development Plan will not be tied to a 208 Water Quality Plan. County planners outline that the 208 plan targets pollution sources and guides compliance with a 1974 mandate for safe swimming by 1983, with a public hearing and June ratification ahead. The EPA could veto or require revisions after state approval, and officials caution population projections may affect water quality planning accuracy.
