Germany asserts U.S. legality in submarine policy memorandum
Washington March 9. Germany through Count von Bernstorff told Secretary Lansing that international law offers no provision for submarines and that Germany will act under prewar law. Britain is said to violate the same law, and the note accuses Entente powers of threatening neutral shipping. The memorandum cites British blockades and armed merchantmen, while Berlin argues that armed ships attack submarines. Officials foresee an early agreement preserving U.S. rights under international law while ending submarine warfare controversy.
