Maryland House Kills Three Brinkley Bills in Early Week Sessions
Brinkley soved. House committees shot down three of his bills in voting sessions early in the week. The Ways and Means Committee killed his effort to create an exemption from Maryland's inheritance tax for money left to volunteer fire departments. The panel also voted down a bill that would have required school boards to qualify for state school construction money to open new schools with all grades at once rather than staged openings, as Urbana High School is doing. Meanwhile the Commerce and Government Matters Committee rejected a bill barring local elected officials from voting themselves a pay increase between primary and general elections. Two Frederick County delegation bills cleared the Senate this week. One clarifies the duties of the county treasurer's office by removing obsolete provisions, and the other designates William Dennis, the commissioners' top administrator, as county manager.
