Maryland's new seat belt law takes effect tomorrow

Serious crime down 10 percent in Frederick County in 1986
Frederick County reported a 10 percent drop in serious crime in the first quarter of 1986 versus the same period in 1985. The state tally rose 6 percent, with murder, rape, robbery, aggravated assault, breaking and entering, theft, motor vehicle theft and arson tracked under the UCR. Neighborhood watch and citizen involvement were cited as key factors. In the period 1985 to 1986, breaking and entering fell from 221 to 265 cases, while theft totaled 488 cases.
