Gravel shows South Vietnamese generals planning the 1963 coup against Ngo Dinh Diem were in contact with a U S representative more than two months earlier. The study notes State Department advisers warned that Ngo Dinh Nhu's continued power was intolerable and that Diem might not be preservable. Ambassador Lodge told the generals Washington could not support a regime including Nhu but keeping Diem was up to them. The plan, begun in late August 1963, preceded the November assassinations. Kennedy advisers worried about rushing a switch in leadership. The study concludes the coup was premature and Washington’s anxiety proved unfounded.
